If it is old enough to be a CRT on not an LCD then there will be a high voltage of a few thousand volts just like a full size CRT. Also the CRT itsself will act as a capacitor so the stored charge there can "bite" you pretty good. Though most of us have been shocked probably more than once, a high voltage does have the potential to cause real harm. Just remember those paddles used to revive people on the hospital/ER/doctor/rescue shows on TV use the same type of capacitor discharged high voltage to start/stop a heart.
